This commit adds Structured Logging to the DebateOrchestrator. Now, every argument, every rebuttal, every vote, and every "Heat" calculation is logged as a JSON event with a trace_id.

Strategic Significance: Observability. You can't tune what you can't see. By exposing the internal monologue of the parliament, we can debug the reasoning process, not just the code execution.
