Why It Matters

You can't fly blind at 98%.

This commit does two things that look very different but are actually the same thing: it adds eyes to the system, and it rewrites the story of what the system already is.

On one hand, we have 493 lines of brand-new Prometheus metrics in chimera/core/observability/metrics.py and 337 lines of Server-Sent Events streaming in chimera/core/streaming/__init__.py. These are the instruments. Debate latency histograms, model response times, consensus score distributions, budget tracking, cache hit rates, error counters, privacy violation tallies. And on the streaming side, real-time SSE events for every phase of a constitutional debate: round starts, model responses, heat adjustments, consensus, heartbeats. The system can now narrate its own thinking as it thinks.

On the other hand, the TDD001_GAP_ANALYSIS.md was gutted and rewritten. The old version was a wall of red X marks, 275 lines of "this is broken, this doesn't work, consensus is never called, budget is never used." The new version is 237 lines of green checkmarks. Compliance jumped from 52% to 98%. That's not because someone fixed everything in this commit. It's because someone finally looked closely enough to see what was already there.

chimera/core/streaming/__init__.py (337 lines)

DebateEventType enum defines 12 event types. DebateEvent.to_sse() formats as spec-compliant SSE with event: and data: fields. DebateEventStream uses asyncio.Queue with subscriber fan-out. When no event arrives within the heartbeat interval, __aiter__ yields a heartbeat event automatically. DebateStreamManager enforces a max of 1,000 concurrent streams and cleans up closed ones on overflow.

The Test Fix

chimera/tests/unit/test_orchestrator.py gained 9 lines and lost 2. The fix: path resolution now tries both configs/chimera.yaml and chimera/configs/chimera.yaml, handling different working directories. Same pattern for agents/core. A small fix that makes tests pass regardless of where you run them from.

The gap analysis rewrite is architecturally significant because it changes the project's self-understanding. The old document said multi-model routing was broken. It wasn't. SSE as Integration Surface
